Mainly because he was feeling paranoid and alone. Bodie assumed he'd have to look after himself. He'd tried once to call HQ and hadn't succeeded. Even though they'd had the "Bateman Street" exchange, he never actually heard Doyle confirm that he was on his way, either. Bodie was still in a "Can't trust anyone," frame of mind at this point, and not much able to look past his immediate circumstances.
Seeing Ray really was a pleasant surprise for him. And Ray's just lucky that Bodie decided the lamppost was the safest place to be - otherwise he might have spent hours trying to track him down in the West End streets. ;-)
