“Sir,” I’d said as I stood in front of Cowley.

“Ahh, 3.7. You took your time getting here.”

I’d opened my mouth to protest but he’d interrupted me.

“Time to meet your new partner. Agent 4.5. or Raymond Doyle.”

I’d never even realised there was someone else in the room! Turning, I’d spotted a scruffy individual leaning against the wall.

I remember thinking that Cowley had gone mad, partnering me with that.

I remember looking him up and down.

I remember him staying resolutely silent.

I remember thinking I’d got a mouse for a partner.

How utterly wrong I was.

That works so well because of how people react to the two of them in the show. You can tell they're always surprised when Ray "goes off" on them.
